The paths refer to CVS directories:
<http://sources.redhat.com/cgi-bin/cvsweb.cgi/src/winsup/?cvsroot=src>.

As far as I know, this capability has not yet been included in any
released version of the Cygwin DLL, so you'll have to use a snapshot or
build from CVS.
