Subject: Why does cygwin perl not build openssl win32 nmake files correctly ?

It appears a long long time ago that cygwin perl was capable of building 
openssl, however it appears that now the openssl make files generated by 
cygwin are filled with errors.

This seems to be a long-running issue.  Ideas ?
