Thanks for the reply, Krzyszstof.  No log file exists at the moment.
Should there be one?

$ cygrunsrv --query postmaster
Service             : postmaster
Current State       : Stopped
Command             : /usr/bin/postmaster -D /var/postgresql/data -i
