Which source are you using to build tar?  It can't be the Cygwin package
one, as the current Cygwin version is 1.3.25.

Ditto for grep (it's 2.5 for Cygwin).

Yes.  Magic things do need to be done to port packages.  Cygwin is a
different platform, so some packages won't work OOTB.  That's why it's
called "porting" rather than "compiling".  Do you think the Cygwin package
maintainers simply downloaded the source and compiled it and released this
as a package?  Though some did, most didn't -- the packages needed porting
(in some cases very heavy and invasive porting).

You can learn a lot about the idiosyncracies of Cygwin by looking at the
patches the maintainers made to the packages (in the Cygwin source
packages).
