Looks like only if you force install of XML::DOM you can install this one.

I tried the easy way:

$ cpan
cpan> install XML::XSLT

and all dependencies where installed, except XML::DOM which failed a few tests.

So the only way is to:

cpan> force install XML::DOM
cpan> install XML::XSLT

but then, of course, you have a XML::DOM that doesn't really always work.
