Make sure $SYSTEMROOT is valid in your environment; if it isn't, it's well
known to break all winsock-related getXXXXX functions.

Oh. I just googled "ePolicy". It's McAfee.
You are almost certainly doomed. Sorry, McAfee breaks everything it
touches and the only fix is to uninstall it.
Well, maybe you can get your IT folks to un-block your services in their
central administrative interface, but it doesn't look good if they're really
as unresponsive as you suggest.
