All of this would've been cleared long ago if you'd attached the output of
"cygcheck -svr" as requested in <http://cygwin.com/problems.html>.

In your .vimrc you'd probably need ":set fileformats=dos,unix" (see ":help
'fileformats'" and ":help 'fileformat'" in VIm).
