I see nothing unusual besides the LIB environment setting which causes
problems with perl frequently.

Remove this from the cygwin environment:
LIB = `c:\Program Files\Microsoft Visual Studio .NET 2003\SDK\v1.1\Lib\'

$ unset LIB
or with
$export LIB=
