...which expands to "const" in the final sources:
$ echo '#include <tcl.h>' | gcc -E - | grep '^typedef int (Tcl_CmdProc)'
typedef int (Tcl_CmdProc) (ClientData clientData, Tcl_Interp *interp, int argc, const char *argv[]);
