Search for
	ping.exe
on http://sources.redhat.com/cygwin/packages/ and you will see that ping
does not come with cygwin.  (Searching for "ping" without the ".exe" will
give unrelated hits like "stopping".)  The ping that comes with Windows
should work.  Have you left its directory out of your path?
