I compiled a one-liner with atoi() function using Visual Studio 6.

The resulting atoi.exe links only to kernel32.dll on WindowsME.

E:\Download>cygcheck c:\atoi.exe
e:/atoi.exe
   C:\WINDOWS\SYSTEM\KERNEL32.dll
