The upstream maintainer didn't accept the libwin32 patches yet. 
Obviously ActiveState maintains only their commercial apps, and not 
their open-sourced ones. And the other win32 dummies only provide MSVC 
activestate ppm packages, not cpan / gcc compatible ones.

So cygwin came with its own patched libwin32 package, which was never 
updated to 5.8.5. Solutions how to convert the 5.8.2 package to 5.8.5 
where posted here in this list.

They are binary compatible.
(just the perl dll name has to be patched)

A new updated 5.8.6 libwin32 package will get released shortly after 
perl-5.8.6.
