>If that doesn't work, entirely wipe out c:\local\cygwin, run regedit, and remove the "HKLM/Cygnus Solutions" and the HKCU/Cygnus Solutions keys entirely. >Then reboot and try reinstalling just a minimal installation. If you run cygcheck to check that your system is clear of cygwin note that it appears to create those keys whenever it's run. You'll need to delete the keys again after running cygcheck.
