I have cygwin installed on my older laptop. I recently got a newer one
on which I installed a new fresh new cygwin, and I decided it was time
to upgrade the other one. I proceeded in my usual way:

* move the old Cygwin binaries to d:\ProgramFiles\old\Cygwin

* Download from Internet (typically from mirrors.rcn.net, kudos them)
  to d:\download\Cygwin with direct connection (corporate 10baseT)

* Install from Local Directory to d:\ProgramFiles\Cygwin

However I was unable to do so: setup got to the Progress page, text=

> Downloading...
> mirrors.lst
> Connecting...

and immediately put up a dialog

> Error
> Can't get list of download sites.
> Make sure your network settings are correct and try again.

I then tried Use IE5 Settings: no change. So I also rd/md-ed
d:\download\Cygwin and downloaded setup-2.427 thereto using

http://cygwin.com/setup.exe

(with firefox-1.0). I then tried to run that fresh setup.exe and got
the same error, with

/d/download/Cygwin/setup.log.full

I googled "cygwin get_url_to_membuf OR getUrlToStream" and found
little other than a suggestion to shutdown ZLID. I tried that: no
change. I rebooted, killed its process (iclient.exe) before it could
restart, and retried setup: no change. 

I then got the full-length UG (from
http://cygwin.com/cygwin-ug-net/cygwin-ug-net-nochunks.html.gz
) and searched it unsuccessfully for

get_url_to_membuf
getUrlToStream

Are there known workarounds? Is there anything else I should try?
