he meant:
mkdir /dev
and populate that with your favorite mknod initializer.
igor posted one some months ago.

BTW:
colinux uses /dev/cobd<n>
I'd really like to try to mount this beast in cygwin also.
(mke2fs => ddk as in colinux)
