root ownersip is okay. but it must be readable.
user-specific CPAN configs are stored in ~/.cpan/CPAN/MyConfig.pm

chmod +r /usr/lib/perl5/5.8.5/CPAN/Config.pm
chmod -R +rw /usr/lib/perl5/site_perl/5.8.5
chmod -R +rw ~/.cpan
