Emailing <cygwin-allow-subscribe<at>cygwin<dot>com> should have done it.

Umm, yes, I didn't know whether it'd work with cygwin-allow.  Just try
mailing the above address.  Or, as others mentioned, use GMane.

Google for "quotefix" to see how to do this with Outlook.
