Yes, this helps, after these three lines:
$ cygrunsrv -R xinetd
$ cygrunsrv -I xinetd -p /usr/sbin/xinetd -d 'CYGWIN xinetd' -1 /dev/null -2
/dev/null
$ cygrunsrv -S xinetd
xinetd service runs just well.
