AFAIK, there's no Cygwin function that will allow one to create a dialog
box (unless you mean either Tcl/Tk or X, both of which aren't discussed on
this list). Wherever you go for help, however, you'll probably benefit
from Eric S. Raymond's "Smart Questions" essay

and would do well to heed <http://cygwin.com/acronyms/#PPAST>.
