You are correct that those files explain how to set shmmaxpgs, and
I noticed that early on. The problem is that I wanted to set shmmax, NOT
shmmaxpgs per se, but it seems that the only place that spells out the relationship 
between the two parameters --- thereby suggesting the means to adjust shmmax ---
is in function shminit, which is rather deeply embedded in the source code tree:
file /usr/src/cygwin/winsup/cygserver/sysgv_shm.cc to be precise.
