I only startet the cyserver like it's described in
http://www.cygwin.com/cygwin-ug-net/using-cygserver.html 
I think 'build' means to use/start cygserver instead of the ipcdaemon2
like you did. I only used the word 'build' because it's used in
http://cygwin.com/ml/cygwin/2004-06/msg00457.html

I'm still working on that problem...
