Did you read the announcement:

This information should also be in the Cygwin-specific README
(/usr/share/doc/Cygwin/postgresql-7.4.2.README), which contains the
instructions on running the new PostgreSQL.

As for your fork error, try Googling for the exact error message -- there
are plenty of threads on the subject.
