Problem solved! Through a lucky guess, I got a checkbox to appear in
setup.exe next to the name of the package that ipc-daemon2 belongs to, and
I figured I should check it. After the installation, I still couldn't find
the usr/bin directory, where I heard ipc-daemon2 lived, but that's because
I was using the Windows Explore Directories tool. Someone told me use a
Cygwin command to confirm it existed, and I found it.

I would have figured this out on my own when I tested the install command
that's mentioned at http://beige.ucs.indiana.edu/I590/node149.html, but
neither that or any other random command gave me an error, so I figured
that's no way to tell if the install worked. But now I see that the "#"
before the commands should be omitted, or else it seems they get treated
as comments.
