Cygwin packages are designed to be easily installed by Cygwin's 'setup' 
program.  Packages installed by 'setup' are installed as a whole.  There
isn't a mechanism to pick and choose pieces of a package (which would 
turn into quite a support nightmare if this functionality was available).
So your best bet is to just use 'setup' to install the ImageMagick binary
package.  You'll get a little more than what your looking for (potentially)
but it will get you what you're looking for with the least amount of effort.  
You are, of course, free to download the binary and/or source packages using
'setup' (or from the ImageMagick main site) and extract just the pieces
you want using Cygwin (or perhaps even other) tools but this falls
into the category of "you need to know what you're doing".  So going this
route means you're essentially on your own.

The executable provided with the ImageMagick package via 'setup' is a 
Cygwin version, using cygwin1.dll.  It is not the same as a native 
Windows version.  If you want that, go to the main ImageMagick site
<http://imagemagick.org/>.
