Software gets packaged for Cygwin by volunteers.
If no one volunteers to create and maintain a package, it doesn't happen.
No one has volunteered to package {sendmail,qmail,postfix}.
Therefore, there are no cygwin {sendmail,qmail,postfix} packages.
It's that simple.
