I don't know what a Cygwin FSF supporter might be but when 3.81 is
officially released, I'll eventually release a patched Cygwin version,
like I usually do.

In the meantime, I'm not interested in working on a beta version of make.
Sorry.

I'll probably try resubmitting the make changes back to the FSF again
when I release the next version of make.
