The cygwin setup too assumes that you want to, by default, update all packages that are newer on the mirror than on your machine. Is it currently possible/will it be possible to tell setup that you want to leave your installation alone by default and just pick what packages you want to update? I realize that you can force this by going to the "partial" view and telling every package that you want to keep what you have, but it isn't ideal. I do realize that in general, you want people to be upgrading to the latest versions as you don't want to be supporting too many different versions, but that isn't always the best choice for some of us.
