Do you Google: <http://google.com/search?q=cygwin+initdb+failed>?
Also, the first place to look if there's an error is the README files
(Cygwin-specific at /usr/share/doc/Cygwin/postgresql-7.4.1.README, and
package at /usr/share/doc/postgresql-7.4.1/README).
