Unless you're talking about X, Cygwin supports local character sets only
to the extent that your version of Windows supports it. FWIW, I know it's
possible, as my Cygwin consoles display Cyrillic characters with no
problems. All I did was add the "Cyrillic" language setting to the
"Regional Options" dialog. If you *are* asking about X, try asking on the
cygwin-xfree list instead.
