To the doc maintainer, if s/he exists: the FAQ has a link to 

<a target="_top" href="faq0.html">FAQ as One Big HTML File</a>

However faq0.html == faq.html: it's just a table of contents, which is
not what I expected. By contrast,

http://cygwin.com/faq/faq.txt

_is_ One Big File in the manner expected.
