can you provide more evidence that this is Cygwin specific, given that:
- resolv.h comes from bind 9.2.1
- all man pages I found on the web for the res_xxx functions specify
#include <netinet/in.h>
#include <arpa/nameser.h>
#include <resolv.h>
extern struct state _res;
- Your report looks like
