It looks like almost everything was there. I added this to
<http://cygwin.com/cygwin-ug-net/using-cygwinenv.html>:
forkchunk:32768 - causes fork() to copy memory some number of bytes at a time,
in the above example 32768 bytes (32Kb) at a time. The default is to copy as
many bytes as possible, which is preferable in most cases but may slow some
older systems down.
The only other two CYGWIN= options not on that page are "server" and
"subauth_id" which are still in development.
