Christopher, I may have found the issue. It looks like the default in setup.exe is not to download libpcre0. But the "less" program in the cygwin distribution seems to depend on libpcre0. This problem was also reported by Andrew McVitty on the cygwin mailing list on Oct 8 2003. What I found: The llibpcre0 package is not installed when choosing "Download from Internet" and then "Installing from Local Directory". I chose pair.com as my mirror site.
