Subject: man produces ESC

I just upgraded my PC from Windows 2000 to XP.
I've spent about a week trying to get everything back to the same state 
as before.

Problem 1:
When I run "man man", all the escape sequences show up in less (version 
381):
ESC[1mNAMEESC[0m
          man - format and display the on=line manual pages

man is version 1.5m.
less is version 381.
term is cygwin
tcsh is the shell
Command history is set to buffer size 200, 4 buffers.
Font is set to Lucida Console,
Layout:
Screen Buffer Size is set to 80x300
Window Size is set to 80x80.
