Bingo. I think we have different service packs applied or something. I'm
getting the following on my machine:
$ cygcheck -s | head -5

$ ls -l /mnt/c/WINNT/system32/shlwapi.dll

$ cygcheck /mnt/c/WINNT/system32/shlwapi.dll

c:/WINNT/system32\KERNEL32.DLL

Curiously enough,
$ cygcheck /cygdrive/c/WINNT/system32/shlwapi.dll
C:/cygwin/cygdrive/c/WINNT/system32/shlwapi.dll - Cannot open
$
It looks like cygcheck's mount processing code doesn't understand the
cygdrive prefix...
