I did not have a file permissions problem relating to chmod. The chmod
command has always worked fine for me. The problem I had related to file
permissions in the CVS repository. I have not upgraded to cygwin 1.5.5,
however. Have you tried using the getfacl and setfacl commands? Does a ls
command indicate that chmod has made changes and they are not reflected in
windows? I am not sure exactly what problem you are seeing with chmod.
Probably you should attach the output of cygcheck.

mkpasswd --local --domain > /etc/passwd
mkgroup --local --domain > /etc/group
Any suggestions?
