The GNU libiconv package provides an iconv() implementation, for use on
systems which don't have one, or whose implementation cannot convert
from/to Unicode.
These should be upgraded together with the gettext packages. This
release is built against the cygwin-1.5.x kernel; it will not work with
1.3.22.
