Make sure ActivePerl appears in the WinXP PATH variable before Cygwin's
/bin.

Yep, not a good idea.

You did hose Cygwin's perl.

Downloading and reinstalling the perl package should fix this.  You can
install version 5.8.0-5, BTW.
