I'm pretty sure I first deselected everything in Base and then selected
bash.
To test this out, I tried again, selecting Exp instead (since I have since
installed all of Base just to get started).  It works the way I described,
which is wrong, i.e., I deselected everything in Base, selected bash, and
while the bash item in the Base category was also checked, the cygwin
item was not.
