Arno,
The Cygwin setup program is used both to initially install Cygwin and to
update its components. Running setup to add packages is the recommended
way of upgrading Cygwin. Therefore, the instructions that told you to
find the package that contains the needed file and use setup to install
that were correct. To find out which Cygwin package contains the needed
file, use the package search page at <http://cygwin.com/packages/>.
