If you want this to be entirely transparent, I expect you have a tough curve ahead of you. You may find this most tractable by setting "nontsec" for CYGWIN and 'sshd' and then running 'sshd' as that user. Of course, this isn't very secure so doing this may invalidate your intended use of 'ssh'. But this should make it less of an issue to have /etc/passwd and /etc/group not current.
