This was already reported in the thread started with
<http://www.cygwin.com/ml/cygwin/2003-07/msg01625.html>.

Only the unzip package needs to be downgraded to current.  You can
continue to use 1.5.1 and the test versions of ls and tar.  A new unzip
package should appear shortly.  Alternatively, you can download the
source code for unzip, apply the patch in the thread above, and
recompile yourself.
