You *did* read that current Cygwin 1.3.22 comes with OpenSSH 3.6.1p2,
didn't you?
If the ageold OpenSSH 2.5.2p2 refuses to run on recent Cygwin versions
then that's likely a problem with your /etc/passwd or /etc/group files.
Cygwin got a bit more strict in handling user and group accounts.
