It would have been much easier to address this if you'd attached the
output of "cygcheck -svr" to your message (as indicated in
<http://cygwin.com/problems.html>).  At a guess, your /etc/passwd does not
contain the user you log in as ("foo" in your example), which probably
leaves you in /cygdrive/c.  For more information, "man mkpasswd" and "man
mkgroup".
