./configure \
        --prefix=/usr \
	--sysconfdir=/etc \
	--libexecdir='$(sbindir)' \
	--localstatedir=/var \
	--datadir='$(prefix)/share' \
	--enable-multibyte \
	--without-x \
	--enable-gui=no

You need the libncurses-devel package installed.
