I've updated the version of xerces-c to 2.3.0-2. This also includes the xerces-c-devel, xerces-c-doc, and libxerces-c23 packages. This is a bug fix release specific to cygwin. I had built xerces-c 2.3.0-1 on my system with a cygwin dll and environment that I had built from recent CVS sources and therefore cygxerces-c23.dll was looking for some imports (specifically _fopen64) from cygwin1.dll that aren't in a released version. This release is built on another machine that has a "fresh" install of cygwin (NOT from CVS). To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system.
