The CYGWIN environment for the sshd service is set when sshd is installed
(via cygrunsrv in ssh-host-config if you used corrina's script )
you can change it by editing the registry
(HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\sshd\Parameters\Enviro
nment) or by removing the service and reinstalling it.
