OK, please clarify which tests you ran from within XFree and which were
run from bash outside of XFree.  Also, did you try from rxvt outside of
XFree?  What's the value of your CYGWIN environment variable?  You should
visit <http://cygwin.com/problems.html> for information on the data and
it's form to send along with these kinds of reports.
