Probably you're missing Perl:

$ head -1 /usr/autotool/devel/bin/autoheader
#! /usr/bin/perl

$ head -1 /usr/autotool/devel/bin/aclocal
#!/usr/bin/perl

$ head -1 /usr/autotool/devel/bin/automake
#!/usr/bin/perl -w
