Ian,

Just to test a theory, could you set the PERLIO environment variable to
"perlio", export it, and re-run the test?  See
<http://cygwin.com/ml/cygwin/2003-03/msg01093.html> for details; this
information should also be in the release notes section of
/usr/doc/Cygwin/perl-5.8.0-1.README...
